Who signs your report

Dr Terence Chung, PhD

Terence is a cosmetic scientist and Article 10 safety assessor under the UK Cosmetics Regulation. He holds a PhD from the University of East Anglia and the John Innes Centre, and has formulated, manufactured and assessed natural cosmetics at FRUU Cosmetics since 2017, supplying national retailers and independent shops. He writes CPSRs for FRUU's own ranges and compounds fragrance to IFRA standards in-house. CPSR Express makes that same assessment available to other small makers.

FAQ

CPSR questions

What is a Cosmetic Product Safety Report (CPSR)?

A CPSR is the documented safety assessment of a cosmetic product. Part A holds the safety information (formula, toxicology, exposure, microbiology, stability) and Part B holds the safety assessor's signed conclusion, warnings and reasoning. Under the UK Cosmetics Regulation every cosmetic product placed on the market in Great Britain needs one, kept in its Product Information File.

How much does a CPSR cost?

Essential is £99 + VAT (£118.80) for one eligible formula of up to 25 ingredients. Filed is £139 + VAT (£166.80) and includes SCPN notification on behalf of your Responsible Person. Range of 5 is £595 + VAT (£714) for five eligible Filed formulas. Any extra testing or evidence a product needs is not included, and we tell you before going further.

How quickly will I get my CPSR?

For eligible products, the signed report is ready the next working day once your documents are complete. We check submissions received during working hours, normally the same working day, and send anything missing as one list. Products that need more evidence or testing take longer, and we tell you before going further.

What do I need for a cosmetic safety assessment?

Your full formula with exact percentages, supplier specifications and relevant safety data sheets for your ingredients, fragrance documents (IFRA certificate and allergen list), your draft label and packaging details, and any stability or preservation evidence you hold.

Which products can you assess?

At launch: soaps, balms and butters, lotions and creams, face oils and serums, lip products, bath products, hair care and deodorants with straightforward formulas. Not taken at launch: SPF products, products for children under 3, hair dyes, nanomaterials, tooth whitening, and actives near their legal limits.

Do you submit the SCPN notification for me?

With Essential you submit your own notification through the free government SCPN service. Filed and Range of 5 include submission on behalf of your Responsible Person, from the details and label you supply. We do not act as your Responsible Person.

Is a CPSR a guaranteed pass?

No. A CPSR is an independent safety assessment. If a product cannot be shown safe as formulated, we explain why and what would change it.
